They finally locate the application and am told an interview request is incoming. Turns out, when applying to a position with multiple geographic locations you have to choose where your desired position is at NOT where you live (position is in DC area, I am in Denver. They are unable to find my application in the system. I was referred to the list of eligible candidates. I was told they are in the middle of a restructuring and that I would most likely hear back at end of Nov or beginning of December. I follow up to see where the position is in the process. This is application #1 (using STARS system). I find out they are reposting the position due to limited responses. At the same time, I do some research and find people in that department and reach out.
